You're obviously looking at the wrong Steele page on Facebook because his official page has 3,383 supporters.
I'm not sure what you're looking at, but what is being compared is the number of friends each has on their Facebook account. Groups are not included, as they don't require the candidate to actually interact. (I realize that adding friends to an account doesn't necessarily lead to interaction, but it is a better measure of such than a group is.)
